The Democratic Youth Federation of India (DYFI) in Dakshina Kannada has issued a stern warning of widespread protests across Mangaluru, decrying what it terms 'unscientific revenue policies' that severely impact local residents. Manoj Vamanjoor, the District President of DYFI, asserted recently that these complex and often contradictory regulations are depriving citizens of their fundamental property rights, setting Mangaluru apart from other districts in Karnataka.

Vamanjoor specifically highlighted the city's restrictive land conversion rules. Unlike elsewhere, property owners in Dakshina Kannada cannot convert a specific portion of their private land for house construction or other building purposes. The current mandate requires the entire land parcel to undergo conversion. Consequently, design approvals must also encompass the full plot. An alternative rule, which levies a fine for the remaining land if partial conversion is attempted, is fundamentally flawed, according to DYFI.

Compounding these difficulties, the previously mandatory property card system has been abolished. This cancellation extends to registering owners' names in the Pahani (RTC) for documents previously recorded via these property cards. Issues like residual Khata discrepancies further illustrate the disarray within the city's revenue administration. Many plots within Mangaluru feature footpaths and unpaved roads, yet current policies deny land conversion and design approval for such areas, creating significant hurdles for a majority of residents.

While U.T. Khader, the State In-charge Minister and State Health Minister, has publicly addressed the matter, proposing to simplify land conversion and design approvals by delegating authority to local administration, the ground reality remains unchanged. Vamanjoor urged both the local administration and Minister Khader to acknowledge these pressing concerns and implement immediate, decisive action. Should these demands go unheeded, DYFI threatens intense demonstrations targeting Mangaluru's flawed revenue rules and exposing alleged corruption within the Taluk office and the Mangaluru Urban Development Authority (MUDA) office.
