Udupi District Commissioner Swaroop T.K. assured local residents on Monday, August 31, that the administration would formally request the state government to meticulously review the implications of the draft notification declaring parts of the Western Ghats as Eco-Sensitive Areas. Speaking at a district-level meeting held at the DC's office auditorium in Rajathadri, Manipal, Swaroop T.K. emphasized the commitment to ensuring the public faces no undue hardship from the Kasturirangan report's recommendations.
The proposed implementation of the Dr. K. Kasturirangan high-level working group's report has generated widespread apprehension, particularly among communities residing in forest-fringe regions. These residents already contend with challenges posed by existing forest laws and policies. Many fear the report's enforcement could further disrupt their lives, jeopardize livelihoods, and impede crucial basic infrastructure development.
While the draft report specifically prohibits activities like mining, industrial projects, multi-storey constructions, townships, thermal power plants, and large-scale area development, uncertainties persist regarding its broader impact. The Central government has already issued seven notifications based on the report, causing significant anxiety among various tribal communities, including the Malekudiya and Koraga, who have historically maintained a balanced lifestyle in harmony with nature.
During the meeting, stakeholders voiced strong concerns. Manjunath Poojary Mudradi, Chairman of the Narayana Guru Development Corporation, stressed the need for a comprehensive analysis of the report's potential effects on agriculture, the environment, and daily life in the district. Coastal Development Board Chairman M.A. Gafoor highlighted that any people-centric legislation must genuinely benefit the populace and urged consideration of future generations.
Legislators present also expressed their reservations. Karkala MLA Sunil Kumar declared opposition to the draft notification, urging the administration to convey this resistance to the government. He advocated for Eco-Sensitive Zones to remain outside residential areas and called for a precise physical survey of 35 villages in the district to protect residents' interests. Byndoor MLA Gururaj Shetty Gantihole pressed for a thorough examination of both the difficulties and benefits before implementation. He underscored the officials' responsibility to inform the Central government or the Supreme Court about the challenges faced by forest-dwelling communities. Kundapur MLA A. Kiran Kumar Kodgi advised that public objections be heard and thoroughly reviewed before implementing any laws that might adversely affect common citizens.
DFO Ruthren P, Additional DC Abid Gadyal, ASP Sudhakar Nayak, and Assistant Commissioner Rashmi, along with other district officials, attended the crucial discussion.
