West Bengal Chief Minister Suvendu Adhikari is poised to announce the state's comprehensive new industrial policy this Thursday in Kolkata. This policy, developed with a strong focus on enhancing the 'ease of doing business,' aims to streamline investment proposals by removing unnecessary government regulations and ensuring swift project approvals.

State secretariat insiders, privy to the policy's contents, indicate a structured and comprehensive revival of investor incentives. This initiative seeks to reintroduce a framework that was discontinued during the previous Trinamool Congress regime, led by Mamata Banerjee. The draft, cleared by the state cabinet on October 28, was designed in line with policies from industrially advanced states, according to a secretariat source.

Crafted by a dedicated ministerial group, the policy also incorporated consultations with industrialists, industry associations, and economic experts. Its announcement, initially slated for August 15, faced repeated postponements. West Bengal Industrial Development Corporation (WBIDC) sources explained these delays stemmed from the government's commitment to a balanced policy, carefully considering investor interests, employment generation, and landowner concerns for industrial projects.

Proposed incentives aim to attract investment particularly to backward regions, linking industrial development directly to socio-economic progress. State government officials suggested these could include electricity tariff waivers for initial project years, the state bearing a percentage of interest on entrepreneurs' loans, and reimbursement of company contributions to employees' provident funds, among other measures.

Since assuming office as West Bengal's ninth Chief Minister in May this year, Suvendu Adhikari has consistently articulated a vision for a robust industrial policy. He tasked a ministerial group in June with formulating a framework to attract significant investment, eliminate bureaucratic red tape, and generate substantial employment. The final policy is expected this afternoon after an administrative review at the state Secretariat, Nabanna.
