Karnataka Budget 2023: Siddaramaiah committed to welfare of backward classes!
Bengaluru, July 07: Chief Minister Siddaramaiah presented his record 14th budget on Friday after the formation of the state government. 3 lakh 27 thousand crores of Rs. Siddaramaiah, who presented the budget, has bet for the welfare of the backward classes this time.
In the budget, Siddaramaiah said that in the last four years, the welfare programs of the backward classes have been neglected without providing necessary funds and without implementing the programs.
Backward class students pursuing medical, engineering and other professional courses were sanctioned loans of Rs.1 lakh per annum at an interest rate of 2% through a scheme called Arivu during our government. This benefited 11,956 students. However, this program was suspended by the previous government from 2020-21 and our government will restart it.
15,000 per annum for board and lodging for backward class students who cannot get admission in government hostels under the Vidyasiri scheme. was given A total of 3.6 lakh students were given assistance of Rs 432 crores during our government period. This scheme was implemented during the previous government’s tenure i.e., 2020-21.
2021-22 and 2022-23 will not be adequately implemented. This program will be continued in the current year as this scheme will help the students to get higher education.
Promotion of higher education
During the previous tenure of our government, Rs 881 crore post-matric scholarship was sanctioned to 24 lakh students to encourage students from backward classes to pursue higher education. However, the previous government neglected to implement this scheme in the years 2020-21, 2021-22 and 2022-23, and our government will restart this programme.
During the previous period of our government, a grant of Rs 17 crore was sanctioned to backward class students who had done higher studies in foreign universities. However, the previous government did not implement this program in 2020-21, 2021-22 and 2022-23. This program is also supported by our government by providing a loan facility of Rs 20 lakh to each student at zero interest rate to Rs 10 crore. will continue at cost.
Distribution of clean celebration kit
All Scheduled Castes, Scheduled Tribes and Backward Classes dormitories in backward class hostels were given “Shuchi Sambharam Kit” during our government. These kits containing soap, laundry soap, tooth paste, coconut oil were given to all the students every month. It was the wish of our government that along with maintaining health, the lesson of cleanliness should be learned from childhood. However, the previous government did not provide “Cleanliness Celebration Kits” to 3,31,712 hostel inmates during the two years 2020-21 and 2021-22. Our government will regularly distribute “Cleanliness Celebration Kits” to all Nilayarthis every month.
2,442 pre-matric and post-matric boarding schools functioning under the Backward Classes Welfare Department will be provided with necessary basic facilities, and steps will be taken for their comprehensive strengthening. Under the “Swavalambi Sarathi” scheme, unemployed youth from backward classes will get 50% of the loan for purchasing a four-wheeler, up to a maximum of Rs.3 lakh. Self-employment will be encouraged by giving subsidy.
Loan subsidy for self employment
20% or a maximum of one lakh rupees in case of borrowing through commercial banks to create self-employment opportunities under self-employment loan scheme. s loan subsidy will be provided through commercial banks. For the first time, an interest subsidy of 6% will be provided for loans up to Rs.10 crores through Karnataka State Financial Institutions with the objective of making use of the abundant opportunities in the service sector of the state by entrepreneurs belonging to category-1 and category-2(a) castes of the backward classes.
The Karnataka State Permanent Backward Classes Commission recommended reservation in contract works to Backward Classes in the year 2000. On review of this recommendation, reservation in construction works upto Rs.1 crore will be given to castes falling under backward classes category-1 and category-2A.
Ethnological study of these castes in order to bring the nomadic and semi-nomadic community, who are the most backward among the backward classes, into the mainstream of society. A grant of Rs.2 crores will be given for the undertaking through Devaraja Arasu Research Institute.
