On Friday, Delhi Police lodged several First Information Reports against individuals who ignored prohibitory orders in Connaught Place and other central Delhi locations, officials said, warning repeat violators of legal action.
The FIRs cite breaches of Section 163 of the Bharatiya Nagarik Suraksha Sanhita, after police announced dispersal orders but crowds still assembled near Connaught Place. The crackdown followed a Tiranga rally staged outside Central Park in the area, which took place amid heightened security across the capital.
Abhijeet Dipke, founder of the Cockroach Janta Party, was taken into custody in connection with the party's "Lehra Do Tiranga" march at Central Park. He is slated to appear before a Special Executive Magistrate court on Saturday, though his exact whereabouts remain undisclosed, according to CJP legal head Ratna Singh.
Neha Bora, a leader of the All India Students' Association, was also detained near Mandi House as police intensified patrols in central Delhi. She was later released, reports confirm.
These arrests come after two CJP co‑convenors, Saurav Das and Ashutosh Ranka, were placed in five days of judicial custody for entering Jantar Mantar and unfurling the national flag on October 13, a day after the site had lost its protest designation.
Dipke, who arrived from Mumbai to protest against Chief Election Commissioner Gyanesh Kumar over alleged electoral roll manipulation, had previously been detained earlier in the week. Prior to Friday's planned rally, police served him a notice stating that Connaught Place was not an authorized protest venue and that the New Delhi Municipal Council had not granted permission for the Tiranga Yatra.
When questioned at his residence, Dipke asked what specific accusation had been levied against him and which law he had violated. Police clarified that while waving the national flag is not prohibited, organising an unauthorised procession or gathering that defies existing restrictions can attract legal consequences, and they reminded him of the Flag Code requirements.
