Wildlife human conflict; High Court to set up control room

Bangalore, July 12; The wildlife-human conflict in the state is increasing day by day and the people living in forested villages live in fear. In addition, the attacks of wild animals on humans are going on unabated, and the High Court on Tuesday ordered the government to set up a control room that would function 24 hours a day to send information to the nearest taluk, district hospital and primary centers and provide necessary medical assistance and treatment to those injured in such attacks.

Seeking to direct proper implementation of 2013 High Court order to prevent human-elephant conflict in Hassan Karnataka Chief Justice P. heard the public interest petition filed by the Belgar Association. B. The division bench headed by Varale gave this order.

After hearing the arguments, the court required urgent treatment for those injured in the wildlife-human conflict in the forested area of ​​the state. A 24-hour control room should be established to facilitate the transmission of information about the incident to the nearby taluk, district and primary centers. Information about the incident should be forwarded to the control room and hospital immediately. Immediately after receiving this information, the hospital staff directed to provide necessary medical assistance or first aid to the seriously injured.

Action should be taken; The bench, which disposed of the petition, said that a Kundu Deficiency Relief Unit should be set up at the taluk level in Hassan district where elephant-human conflict cases are high. It should have Zonal Forest Officer and Tehsildar. This unit shall meet every two months. A record should be maintained about the accumulated deficits received. If they can be redressed at the level of the Zonal Forest Officer, the bench said that action should be taken within 24 hours of receiving the complaint and the related records should also be maintained.

If, in such a case, the intervention of the senior authorities is required, the Kundu deficiency along with the report should be forwarded to the senior authorities. The bench suggested that the senior officer at the zonal level or the senior officer at the regional level should take action regarding those complaints and maintain the records.

Also, wide publicity should be given in newspapers and news channels about Kundu-Korate Relief Unit. The information of the established unit should be published on the notice board of each gram panchayat. The bench directed the government to construct a safe elephant corridor to avoid cases of elephant-human conflict.

Lawyers for the state government have submitted an affidavit and necessary steps have been taken to prevent human-elephant conflict in Hassan district. Necessary personnel, vehicles and equipment have been provided to the Elephant Task Force (ETF). A 24*7 control room has also been set up to receive information on elephant-human conflict. He said that advanced warning system including LED display board and siren and bulk SMS system will be implemented to warn about the movement of elephants.

After considering this certificate, the High Court, the Chief Conservator of Forests and the Chief Wildlife Warden should meet from time to time to monitor wildlife-human conflict cases. If this is to be possible, it has been directed that officers should meet four times a year to discuss and take necessary action.
