Government Appointed District In-charge Secretaries; Know Their Roles
Bangalore, June 20; The newly elected Congress government in Karnataka has issued an order appointing district in-charge secretaries. 31 districts also have IAS officers as district in-charge secretaries.
About this Karnataka By order of the Governor and in his name S. Under-Secretary, Personnel and Administrative Reforms Department (Administrative Reforms-Operational Study) issued the order to Kalpana Govt.
The order also describes the points to be checked by District In-charge Secretaries when they visit their assigned districts. District wise officers have been appointed as District In-charge Secretaries with immediate effect and till further orders.
Deputy Chief Secretaries/Principal Secretaries to the Government and Secretaries level officers have been appointed as District In-charge Secretaries for various districts to investigate the implementation and review of the development planning programs of the State and investigate the complaints, surprise inspections and report to the Government.
What are the tasks?; The District In-charge Secretaries have been asked to review the following important points and submit a report when they visit the districts.
* Regarding the quarterly KDP meeting under the chairmanship of the district in-charge minister.
* Review of the implementation of the newly announced schemes by the government.
* Making unannounced visits to the hostels of Scheduled Caste, Scheduled Tribe, Backward Classes and Minorities and taking steps to provide suitable sites for the construction of rented hostels.
* Regular unannounced visits to district hospitals and taluk hospitals to check the quality of health services, taking action to rectify shortages of doctors or other employees.
* To improve the quality of education by visiting schools, colleges and ITIs, studying the problems and taking appropriate remedial measures.
* Inspecting the works of school building repair, construction of new buildings etc.
* To provide land to Anganwadis who do not have their own building and to inspect the works of Anganwadi buildings under construction.
* Mandatory review of Karnataka MLA’s local economic development and regional development programs of Members of Parliament.
* Attending at least 2 Gram Sabhas in the respective year.
* To review the financial and physical progress of major programs in rural development, urban development, energy, water resources, public works, agriculture, horticulture departments such as drinking water, roads, electricity, fodder availability, seed and fertiliser, midday heating, NREGA, pension programs provided under social security.
* Taking action to improve solid and liquid waste management in the district.
* Action on appropriate remedies for expeditious disposal of cases related to mojani and land records.
* Unannounced visits to various departments in the districts and inspections and in case of violations, submitting a report to the government regarding the disciplinary action and taking appropriate remedial measures.
* Reviewing the programs and works related to the grants earmarked under the Special Unit Plan (SCSP) and Tribe Upyojana (TSP) plans.
According to the order, the report submitted by the district in-charge secretaries will be reviewed by the Deputy Chief Secretary to the Government and the Development Commissioner.
